Civilians are #NotATarget

For more than five years, civilians continue to pay the high price for the conflict. Despite a decrease in civilian casualties in 2019, ordinary men, women, and children in eastern Ukraine still face unacceptable risks.

The conflict continues to damage and disrupt critical civilian infrastructures. Millions of civilians face the negative humanitarian consequence of constant water and electricity stoppages, damaged and destroyed homes, schools or hospitals.

According to the International humanitarian law (IHL) a clear distinction must be made between military and civilian objects; protection of civilians and civilian infrastructure must be ensured during any military action.

To respond to these issues the parties to the conflict shall:

  • Do more to protect civilians and avoid actions that harm their physical wellbeing.
  • Take all possible actions to immediately cease unlawful attacks and threats of attacks against schools, students, and teachers and to refrain from actions that impede children’s access to education.

 The Ukrainian authorities shall:

  • Announce endorsement of the Safe Schools Declaration.
  • Develop and introduce unified and comprehensive mechanisms in line with international human rights and humanitarian law for provision of restitution or compensation for occupation, damage and destruction of civilian property, as well as provision of adequate housing to the victims for the interim period.
  • Protect and maintain water and electricity infrastructure in Donbas. Clarify the governance structure of public utility companies, which serve populations in Donbas, such as ‘Voda Donbas’, that has its headquarters in Donetsk, but is legally registered in Ukraine. It is imperative that legislation for the management of these public services be clearly defined.
  • Improve and ensure an extended access to the comprehensive system of healthcare services provision for the conflict-affected population.
