arche noVa – initiative for people in need is a religiously independent non-profit and non-governmental organisation (NGO) from Dresden, Germany working primarily in the field of humanitarian aid, rehabilitation and development. Our primary focus is Water, Sanitation and Hygiene (WASH), but we also implement projects in Shelter and Health sectors. The organisation is based in Dresden, Germany, and is a member of Aktion Deutschland Hilft (ADH), the alliance of German aid organizations, and the Paritätschen Wohlfahrtsverband. Since 1996 arche noVa bears the donation seal of the German Central Institute for Social Issues (DZI).

In Ukraine, arche noVa has been implementing projects targeting people living in the contested areas in GCA, who were affected by conflict in Eastern Ukraine. For the implementation of the arche noVa relief measures in the fields of shelter, WASH and basic health care, we are looking for a Monitoring and Evaluation Officer/Assistant (local position) based in Sloviansk, Donetsk Oblast.

Position: Monitoring and Evaluation Officer/Assistant

Location: Sloviansk, Donetsk Oblast

Position to be filled: ASAP (the interviews will be conducted on rolling basis)

Duration: 12-months contract with possibility of extension

 

Responsibilities:

The Monitoring and Evaluation Officer/Assistant will:

* Support program staff with M&E work-plan in order to measure against the projects indicators and targets

* Support program staff with regular monitoring of data collection, storage and analysis

* Support development of M&E tools for quantitative and qualitative information collection and work with program staff to ensure the tools and processes are understood and used

* Perform monitoring visits to the field

* Ensure that data reported meets the dimension of data quality

* Follow up mission’s indicators

* Support focus group discussions, key informant interviews and manage the work of enumerators when relevant

* Support in development of baseline, mid-term and end-line studies and reports

* Support with donor and internal reports and proposals preparation (putting together templates for field inputs, researching up to date statistics, drafting sections of documents etc.)

* Support in preparation of M&E reports containing summary data and reviewing overall performance against targets

* Support team in drafting relevant internal M&E policies (incl. Complaints Mechanism), tools & guidance

* Support team in mapping the M&E tools and practices utilized at mission level; support in compiling all donor and internal indicators/data collected to understand the M&E requirements of the mission

* Support with development and overseeing the implementation of the mission’s feedback and complaints mechanism

 

Requirements:

* Degree in social sciences, education, demography, statistics or related field

* Strong knowledge of Microsoft Office (MS Excel and/or MS Access)

* Minimum of one-year experience with monitoring and evaluation, research (qualitative and quantitative) or working with data

* At least basic experience using mobile data collection platforms (e.g. ODK, Kobo, SurveyCTO) & developing XLS forms or strong desire to learn how to use them

* Essential native command of Russian and Ukrainian

* At least basic understanding of project cycle management

* Ability to multi-task and cope with competing demands under tight deadlines

* Strong communication skills, both written and verbal

* Analytical skills

* Quick learner

* Willingness to travel up to 50% to field sites

* Knowledge of English language will be an asset

* Knowledge of data analysis software (e.g., STATA, SPSS, R, GIS, nVivo, etc.) will be an asset

* Experience in M&E in relation to WASH and Education projects will be an asset

* International experience / Experience in working in an international organisation and/or with humanitarian/development work will be an asset

* Practical experience of mainstreaming gender in development or humanitarian work will be an asset

* Desired experience in drafting reports and/or proposals

* Desired experience in other NGOs
