Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission’s objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.
Place of work – Kostiantynivka, Donetsk region
WASH Deputy Project Manager will be responsible for the qualitative, quantitative and timely implementation of the WASH activities. He/she will coordinate and monitor the work of all WASH & rehabilitation team and he/she will be responsible for a qualitative and regular monitoring on various components of the project. The WASH Deputy Project Manager will be requested to spend the majority of his/her time in the field and to directly implement the activities with the rest of the team.
Education Degree: Degree in hydraulics, water sciences and/or water management
Work experience: 2 years of experience in a similar position (NGOs/private companies)
Language Skills: Fluent in Ukrainian, Russian, and upper intermediate (B2 according to the Common European Framework of Reference for Languages) level in English (speaking/reading/writing).
Knowledge & skills: Good analytical and writing skills /Understanding of project cycle management /Good management capacities and team leadership spirit
Computer skills: Good knowledge of Microsoft Office (with focus on Excel and Word).
- Activities implementation
1.1. Take part in the technical assessment, design and implementation of all WASH activities
1.2. Guarantee the implementation (daily and weekly) of the WASH activities
1.3. Directly implement and follow up with certain activities as agreed with the WASH Project Manager
1.4. Supervise WASH & rehabilitation team and any potential contractors and ensure a follow-up of the different activities, following the agreed planning and guidelines
1.5. Guarantee that International Minimum Standards for WASH are applied in the activities implementation
1.6. Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions
- Assessment, Monitoring & Evaluation of activities
2.1. Assess regularly the WASH situation and determine population’s needs
2.2. Monitor the work of suppliers to ensure the respect of the contract specifications
2.3. Collect any additional relevant information from communities or partners whether requested by the Project Manager or the Field Coordinator
2.4. Ensure that implementation monitoring data are gathered regularly by the WASH & Rehabilitation Teams and in accordance with the Monitoring Tools shared by the Project Manager
- Community mobilization
3.1. Ensure communication between PUI and the Communities regarding the implementation of shelter activities
3.2. Mobilize and encourage Communities to participate in activities
3.3. Organize meeting with Communities and get feedback about activities conducted
- Team Management
4.1. To supervise the WASH & rehabilitation team, ensure they implement the WASH & rehabilitation activities and guarantee the respect of deadlines, plans and quality standards
4.2. To manage attendance and leaves for WASH & rehabilitation team in respect to HR policies and guidelines
4.3. Regularly monitor Rehabilitation work progresses by regularly visiting the areas of intervention
4.4. Solve team conflicts and ensure team building. Report issues and concerns to the Project Manager
4.5. Collaborate with the PM in conducting appraisals every six months for WASH & rehabilitation team
5.1. Organize and guarantee the collection of data on a daily basis
5.2. Report on activities and immediately any delay, problem or other relevant information to the Project Manager
- Logistics & Administration
6.1. Ensure the follow-up and the proper use of materials and tools during on-site works
6.2. Manage the supply of items to the work site in collaboration with the logistics department
6.3. Communicate timely needs to Project Manager in order to develop POs/PRs
6.4. Implement daily worker payment and/or beneficiaries payment in coordination with the Project Manager/Admin Department
6.5. Inform the Project Manager on security incidents
Starting date: 01 March 2018
Fixed-term contract with possible extension
Working days: Monday to Friday
